Has had extensive specialized training in taxation and public finance including at the Harvard Law School, International Monetary Fund, USA and at the German Foundation, Bonn. Commands expert knowledge on bilateral tax treaties.

Has served the Department of Inland Revenue since 1964, retired as the Commissioner-General in 2001, has also served as Advisor on Fiscal Policy at the Ministry of Finance – 1987 to 1997 and as Chairman, Bank of Ceylon 1997 to 2000.

Former Board member – The Public Enterprise Reform Commission, Governing Board of the President’s Fund, Securities and Exchange Commission of Sri Lanka, Insurance Board of Sri Lanka, National Procurement Agency and Sri Lanka Accounting and Auditing Standards Monitoring Board.
